那里的评论 ( https://github.com/psycopg/psycopg2/issues/699#issuecomment-377188700 ) 表明问题的一个可能原因是使用了过时版本的 pip。

我使用的是 18.x 版本，升级后(python -m pip install -U pip，得到 pip 21.1.3)，psycopg2-binary 安装成功完成(正如预期的那样)，即使我没有安装任何 postgres 开发库。
