python3.8 virtualenv pip没有升级

问题不在于 pip 的版本，而在于 ssl。您安装的 python 版本没有 ssl 模块，如果您在没有安装 libssl-dev 头文件的情况下编译 python，就会出现这种情况。 (或者你下载的版本就是这样制作的)。
