The virtual directory "TestPHP" does not appear to exist either. Can someone suggest some pointers for tracking down the problem?

您的项目实际上并没有由您的本地服务器提供服务。 “它有效!” output 是您的服务器正在输出的默认页面，因为它没有实际的文件可供服务。

NetBeans“本地网站”项目配置假定您的 PHP 源代码将存储在本地服务器的 Web 文档目录中。

如果您查看 NetBeans docs ，您会看到当您“运行”您的项目时，有一个选项可以让 NetBeans 自动将您的项目文件复制到相应的 Web 服务器目录。
