有点像 Akash 所说的 - 检查 API 是否已启用。 Google+ 域 API 不同于主要的 Google+ API，因此您需要确保两者都已启用:

还要确保您正在测试的用户是域的成员，并且您拥有适当的权限。这不是用于一般功能的 API - 它专门用于管理 Google Apps for Business 域内用户的 Google+ 帐户，因此如果您使用 @gmail.com 用户或类似用户对其进行测试，可能会遇到问题。
