在我的情况下，集群没有运行(即任务管理器中没有 Fabric.exe 进程)。

我以管理员身份打开 Powershell 并运行:

& "$ENV:ProgramFiles\Microsoft SDKs\Service Fabric\ClusterSetup\DevClusterSetup.ps1"

之后 关闭 powershell 窗口并打开一个新窗口(以管理员身份)。然后 Connect-ServiceFabricCluster工作。
