我确保启用了受限制的和 Universe 存储库(在我的情况下被禁用)。为此，按 Alt + F2 键入 software-properties-gtk 并按 Enter。

下 Ubuntu Software选项卡启用所有存储库。

sudo apt-get update

再次运行

sudo apt-get install r-base-dev

并成功完成。
