我无意中让它工作了。导致问题的是步骤的顺序。构建的输出表明，无论我做什么，管道都会查看 tempNuget.config 文件，而不是我指定的文件。由于工作中有两个 NuGet 步骤，我将 Telerik 上移了一级，这确保了系统使用正确的 nuget.config 文件，而不是查看它正在创建的临时文件。
