cxf-extension-soap.xml在 cxf-rt-binding-soap jar，但你需要 cxf-rt-frontend-jaxwscxf-servlet.xml在 cxf-rt-transports-http jar
cxf.xml在 cxf-rt-core jar (这是上述那些的传递依赖)

因此，如果您包含 cxf-rt-frontend-jaxws和 cxf-rt-transports-http作为依赖项(例如使用 Maven)，您的项目应该可以正常工作。
