我的一个GCP VM实例遇到了相同的问题。我的解决方案是:

关闭实例

单击“编辑”作为实例

在“自定义元数据”部分下，添加“startup-script”键，值:

sudo ufw allow 22

单击“保存”

再次启动该实例，并通过SSH进入它
