Jenkins "Not sending mail to unregistered user"

Question

Jenkins 拒绝向某些用户发送错误邮件。
在日志中，我发现了这些消息:

Not sending mail to unregistered user user1@example.org
Sending e-mails to: user2@example.org
Finished: FAILURE

用户 (user1) 列在管理员人员列表中。他还有一个注册电子邮件 (user1@example.org)。



那么为什么这个用户被称为未注册用户呢？

有Allow sending to unregistered users在 Configure System 下设置至少在 Jenkins >= 2.150.1 中的菜单。
