我禁用了标准的 Heroku Postgres 插件，而是使用 ClearDB MySQL 插件。

我试过手动更改 DATABASE_URL环境变量从前一个值(即使我删除了 postgres 插件后仍然是 postgres URL)到与 CLEARDB_DATABASE_URL 相同的值var(mysql 之一)。这似乎没有任何区别。

您需要添加 gem 'rails_12factor'到您的 Gemfile。这是 Heroku 的临时修复，使 Rails 4+ 与他们的服务一起工作。
