apache - RewriteEngine on给出错误403

索引文件存在并且可以工作。
当我用仅一行创建.htaccess文件时:

RewriteEngine On 

服务器上的任何页面都给我:

Access forbidden!

You don't have permission to access the requested object. It is either read-protected or not readable by the server.
