按照上述步骤:

使用工具 -> 扩展和更新...卸载 Visual Studio 2015 的 NuGet 包管理器。

重新启动 Visual Studio。

使用 Tools -> Extensions and Updates... 重新安装 NuGet Package Manager for Visual Studio 2015。

重新启动 Visual Studio。

现在，当我打开包管理器控制台时，Powershell 正确加载并且一切都很好。希望这会有所帮助，而无需覆盖或设置执行策略。
