我有同样的问题，但 $PSVersionTable.PSVersion = 4.0。显然 Install-Module是 PS v5 的一部分。
我从这里下载了 PS 5:https://www.microsoft.com/en-us/download/details.aspx?id=54616
我仍在使用 Win 8.1 x64，所以我选择了 Win8.1AndW2K12R2-KB3191564-x64.msu但选择适合您环境的文件。
重新启动，启动 PS 并重试 Install-Module命令。
