This thread让我找到了一个解决方案:显然 IPv6 堆栈存在一些问题。由于我不关心 IPv6 的使用,因此我可以通过在配置文件的 bin 中的 setupCmdLine.{bat,sh} 脚本中设置以下内容来告诉 JVM 更喜欢 IPv4 目录。

set IBM_JAVA_OPTIONS=-Djava.net.preferIPv4Stack=true
