“Network Link Conditioner” preferences is installed with macOS and can’t be replaced.

我最终手动将 .prefPane 文件复制到:

/Library/PreferencePanes

重新启动Settings.app后，它终于出现在列表中并且完美运行。

As Martijn Scheffer stated in this comment ，该 Pane 未出现在系统偏好设置中的原因是安装程序错误地将文件放入 ~/Library/PreferencePanes 而不是 /Library/PreferencePanes。
