在我看来，安装似乎有些困惑。尝试运行:

# For Python 2
pip install --upgrade --force-reinstall --no-cache-dir jupyter
# For Python 3
pip3 install --upgrade --force-reinstall --no-cache-dir jupyter

这应该重新安装 PyPi 中的所有内容。这应该可以解决问题，因为我认为运行pip install "ipython[notebook]"会把事情搞砸。
