我在升级 umbraco 版本时按照以下步骤解决了这个问题

1. 更新 umbraco 包

   Update-Package UmbracoCms -Version 7.3.0

2. 从 1.8.0 升级 Window Azure 包并尝试运行该项目

   Microsoft.WindowsAzure.ConfigurationManager - 2.0.1

3. 运行项目后，umbraco 将自动进行配置更改。升级成功后网站运行成功
