我今天刚遇到这个。当您运行 migrate.exe 时使用了错误的 DLL 集时，可能会发生这种情况。

就我而言，我在 migrate.exe 中使用了 .Net 4.5 版本，但使用 .Net 4.0 版本编译了我的项目。

更改 dll 后问题就消失了。
