Once we complete the pull requests the work items got completed. its all closed from various states.

此问题的根本原因是Complete associated work items after merging选项。当您完成拉取请求并启用此选项时，相关工作项将关闭。

要解决此问题，您可以禁用此选项。

您也可以将其设置为默认禁用。

您可以导航至Project Settings -> Repositories -> Select target Repo -> Options并禁用Remember user preferences for completing work items with pull requests选项。
