感谢LeoLiu-MSFT为我指明了正确的方向。 在我将 azure-pipelines.yml 中的虚拟机镜像设置为 vs2017-win2016 后，它就起作用了，如下所示:

pool:
  vmImage: vs2017-win2016

DocFX 需要 Visual Studio(或至少 VS 构建工具)才能构建文档。因此，因为 VS 是在本地安装的，而不是在我在 Azure DevOps 中使用的 VM 镜像上(即 windows-latest)这就是它在本地工作但在 Azure DevOps 中不起作用的原因。
