我不是 ruby​​ 或 capistrano 用户，但是:

set :ssh_options,     { ..., keys: %w(~/.ssh/id_rsa.pub) }
                                             ^^^^^^^^^^

您应该在此处指定私钥文件，而不是公钥文件。私钥文件可能是没有“.pub”扩展名的“~/.ssh/id_rsa”。
