python3 -m pip install --upgrade tensorflow-gpu>=2

我真的没有解释为什么它不能正常安装2.0。这些命令之间应该没有任何区别，但这个有效，而 pip3 install 无效。

此外，最好先更新 pip 本身:

pip3 install --upgrade pip

UPD，根本原因:TF2 需要 pip 19。在大多数情况下，简单的 pip 升级应该会有所帮助。

此外，在最新版本之一中，pip3 可执行文件已损坏，可通过使用 python3 -m pip 修复。此问题已修复。
