Mono-tools for Visual Studio 是 Novell 的前产品，已停产(Xamarin 也不提供)。

我建议您尝试从 http://www.mono-project.com/ 安装 Mono for Windows 官方包如果该安装程序不包含它，我建议您自己编译 mono-tools，使用 cygwin 或 mingw32 应该不会很难。

PS:请注意，“Mono tools for Visual Studio”和“mono-tools”模块 (https://github.com/mono/mono-tools) 是两个不同的东西。
