您的 Controller 方法需要始终返回一个 ActionResult。所以该方法应该看起来更像

    return new CsvResult(csv);

其中 CsvResult 是一个继承自 ActionResult 的类，并执行必要的操作以提示用户下载您的 Csv 结果。
