UIRefreshControl 没有 frame 属性，但是，如果您设置了 frame，您可以成功地将它“放置”在任何您喜欢的地方，但是 TableView Controller 在任何类型的过程中都会自动将它移动到顶部滚动。

来自UITableViewController文档:

... a refresh control to this property adds the control to the view controller’s associated interface. You do not need to set the frame of the refresh control before associating it with the view controller. The view controller updates the control’s height and width and sets its position appropriately.
