要使默认集群配置在多台机器之间工作，多播需要工作。如果节点无法看到每个节点，则可能是一台或多台机器未启用多播/在网络级别被阻止/机器位于不同的子网上。

在这种情况下，您可以使用静态成员资格来显式定义集群中的其他机器。查看Tomcat clustering docs了解详情。
