尝试添加 servlet-context.xml 和 security-app-context.xml，而不是 contextConfigLocation 中的 root-context.xml。

您没有传递 root-context.xml 配置文件，但您绝对应该添加一些配置来处理对 DispatcherServlet 的请求。
