不知道 Webmin(我大约在 20 年前用过一次..)但至少应该有选项来禁用 FTP 服务器的 TLS 并更改证书路径(如果它能够管理 ProFTPD)你。

其他选择(最好关闭 SSL/TLS):复制你的服务器证书(你必须为我假设的 key 做一些类似的事情)，如果你没有，你可以得到一个或创建你自己的自签名(不确定 Webin 是否可以帮助您，但在命令行上使用 openssl 创建一个非常简单。)
