我在 Ubuntu 18.04 上的 python3.7 遇到了同样的问题，解决方案是:

sudo -H python3.7 -m pip uninstall numpy
sudo apt purge python3-numpy
sudo -H python3.7 -m pip install --upgrade pip
sudo -H python3.7 -m pip install numpy
