据我所知，Cygwin 工具不会使用您为 TortoiseSVN 设置的代理设置。

在运行命令之前尝试在您的 shell 中设置代理:

export http_proxy="http://<user>:<password>@<proxy>:<port>"
svn ...

如果可行，您可以将 export ... 行添加到您的 .bash_profile。
