将 maven { url 'https://maven.google.com' } 添加到:

allprojects {
    repositories {
        ...
        maven { url 'https://maven.google.com' }//this line is added
        mavenCentral()
        jcenter()
    }
}

对我有用，因为我的 gradle 版本是 3.x。我觉得@shizhen的回答也是对的，但是gradle版本应该改成4.x+。
