自 API 级别 13 起，不推荐使用 KeyguardManager.NewKeyguardLock。您是否尝试过使用 WindowManager.LayoutParams 的 FLAG_DISMISS_KEYGUARD 和 FLAG_SHOW_WHEN_LOCKED。
