这个问题只是对我自己和任何在寻找这个问题的解决方案时来到这里的人的引用。

引用中的 Copy Local 设置为 True 但 DLL 未复制到构建文件夹。

因为我只在XAML中使用这个资源库，所以我不得不添加一个using语句:

using ResourceLibrary;

在引用代码中(实际上是调用引用代码的代码，既可以是应用程序也可以是单元测试)

这使得 DLL 在目标构建目录中创建。

有时甚至使用ResourceLibrary 也不起作用。解决方案是在 ResourceLibrary 的代码隐藏中创建一些空的静态方法:
