我知道这个答案有点晚了，但您实际上可以通过调整默认存储库权限来做到这一点。

1. 转到您在 GitHub 上的组织
2. 移动到“成员(member)特权”
3. 在“默认存储库权限”中选择您想要的选项“读取”

Note that this will apply to all of the repositories the organisation ownes. Also note that this rule only is applicable for members of the organisation and not for outside collaborators.
