在 Tomcat7(使用 Maven)中配置基于 Spring 的 Web 应用程序时出现此错误。这个问题基本上是因为依赖不兼容而存在的。我使用 Spring 4.1.6 和 Spring-Security 3.2.x。

但是通过将 Spring-Security 版本更改为 4.0.0，我能够解决此问题。希望这会有所帮助....
